Mission Statement

        The Ihanktonwan Community College was established by the Yankton Sioux Tribe in 1997 for the purpose of Education, Vocational, Technical, and Curricula leading to degrees and certificates in higher education and to preserve the Nakota/Dakota Language, History, and Culture.

        The Ihanktonwan Community College is established to provide post-secondary level education on the Yankton Sioux Reservation. The Mission of the Ihanktonwan Community College Board of Directors is to provide the students with certificates and degrees granting higher education programs of study and to incorporate Indian Studies in the curriculum. College Director

        The College Director will be the Executive Officer of the College and will exercise such executive powers as are necessary for the proper governance of the College and for the protection and advancement of its interest in their entirety. The Director will enforce the regulations and orders of the Board of Directors and may issue directives and administrative procedures not in contravention of the Board of Directors. The Director will direct the planning, development and appraisal of all activities of the College and will be responsible for their coordination and implementation. The responsibility of the Annual Report and the budget presentation to the Board for Board review will lie with the College Director. All Matters that need Board approval will be forwarded to the board through the office of the College Director or their designee.

        The Director will be supervised by the Board, Messages are to be left with the staff when absent from work. The Director will request leave from the Chairperson or Vice-Chairperson.

College Board

        The Ihanktonwan Community College was established through Tribal Resolution by the Yankton Sioux Tribe Business and Claims Committee. The College is governed by a seven (7) member Board of Directors in accordance with a set of policies and procedures. Policy for the College is established by the Board and administered by the Director of the College.

        The Ihanktonwan community College Board of Directors are selected as follows: five (5) directors who shall be members of the Yankton Sioux Tribe shall be appointed by the Business and Claims Committee and two (2) other directors shall be selected by the faculty members of the College. Members of the College Board of Directors are selected for one (1), two (2), or three (3), year terms.

        Three of the Board of Directors shall constitute a quorum for the transaction of any business before the Board of Directors.

Business Manager

        The Board of Directors, upon the recommendation of the College Director, may approve the hiring of a Business Manager who will serve the College Director in all matters of business, finance, and general administration.

        Additional duties include but are not limited to the following:

  1. Will be responsible for the collection, deposit, and accounting for all funds of the College and for administering any real or other property owned or leased by the College.
  2. Will ensure compliance with all agreements made hereafter between the Board of Directors and other private or public agencies in accordance with budgets, contracts, grants and policies established by the College Board.
  3. Will serve as the principal advisor to the College Director and the Board of Directors concerning fiscal management policies, practices and controls and be responsible for business management and budgeting services for the College.
  4. Will supervise the duties of the Personnel Clerk and will ensure that all such duties inherent to the position are completed in accordance with applicable laws, policies, and procedures.
  5. Will perform such other duties as are incident to the Business Manager and as may be specified by the College Director of the Board of Directors.
